The Platform

What is PCMS?

The Partnership Coordination and Monitoring System (PCMS), developed by the Office of the Prime Minister, is a web-based platform that streamlines partnership engagement with Non-State Actors across OPM — and ultimately across Government. It supports the full partnership lifecycle: online applications, MoU processing, periodic reporting, partnership mapping, Off-Budget Financing tracking, and strategic analytics — aligned to Vision 2040, NDP IV and relevant sector plans.

The Platform

How PCMS Works

Online Applications & MoU Processing

Prospective partners apply online via PCMS, upload the required legal and organisational documents, and are reviewed by the OPM Partnership Committee. Approved applications move through MoU drafting, Solicitor General clearance, and signing — all tracked in the system.

Periodic Reporting & Strategic Analytics

PCMS analytics interface

Partners submit periodic progress reports through PCMS. The system consolidates contributions — including Off-Budget Financing — and generates role-specific analytics for the Permanent Secretary, OPM departments, and political leadership to inform decision-making.
