Registration Requirements for Partnership with OPM
The Office of the Prime Minister (OPM) is mandated to register and coordinate all organizations and their activities across various interventions. This includes NGOs, CBOs, government institutions, private sector entities, academic institutions, and development partners.
Registration Requirements
All organisations seeking partnership with the Office of the Prime Minister complete the registration process through PCMS. Requirements differ by entity type — start by selecting yours below.

Step 2 — Required legal documentation
Non-governmental organisations registered with the Uganda NGO Bureau.
- Certificate of Registration from the NGO Bureau
- Permit to Operate issued by the NGO Bureau
Proposed activities must fall within the scope authorised by your NGO Bureau permit.
In addition, all entity types must provide:
- •Physical address (headquarters and field offices)
- •Official organisation contact details and key contact persons
- •Organisational background, structure and organogram
- •List of Board of Directors
- •Goal, vision, mission and objectives
